Students of bilateral relations between states focus primarily on conflict (traditionalists) or interdependence (modernists). These case studies seek, with limited success, to refine a theory of conflict in conditions of "complex interdependence" in which weak states can prevail over strong. The years covered are 1920 to 1975.
